EIB Job Apllication - (Senior) Data Management Officer (Luxembourg)

This is a full time temporary position at grade 5/6. The term of this contract will be 2 years. *internal benchmark: (Senior) Officer Portfolio Management Panel interviews are anticipated for beginning of April 2024. PURPOSE The purpose of the role is to oversee data management initiatives related to the role of a data owner for signed/disbursed exposures, driving precision in data operations, spearheading enhancements to data structures, and shaping comprehensive data and business rules, ultimately advancing the Bank's mission of ensuring superior data quality and robust governance practices. The Joint Middle Office (JMO) sits between the Operations (OPS) EIB Global (GLO) and Portfolio Management and Monitoring (PMM) directorates. Under the 3LoD, OPS and PMM constitute the core of the First Line of Defence, whose job it is to assess and manage all risks inherent to our client-facing activity. The JMO centralises the middle office activities previously carried out within OPS/GLO (e.g. disbursements and allocations) and PMM (e.g. post-disbursement events, portfolio-monitoring support, know your customer (KYC) checks). It has a functional reporting line to both directorates. PMM/JMO/EP&MS division is part of the Joint Middle Office department and is currently composed of 3 units: Portfolio Monitoring Support and Guarantee calling unit (PMS&GC), Arrears, Collaterals and Covenants (ACC) and Events processing Unit (EP). This particular position will be allocated to the PMS&GC unit and is expected to perform operational activities in the area of data management assuming the role of data owner for signed/disbursed exposures. This role is accountable for the aforementioned dataset and has the capacity to ensure data are managed correctly (i.e. is accountable for the business logic of the data calculation and proposes changes to the data structure). Data owner is also in charge of the definition of the data and related business rules as well as steering the quality of the data and related data management and governance activities. In this context, this role is also expected to manage ad-hoc transversal/cross divisional projects. OPERATING NETWORK As a (Senior) Data Management Officer you will report to the Head of the PMS&GC Unit. You will have regular contact with colleagues within Portfolio Management and Monitoring Directorate as well as in other Directorates, notably with the Group Data Office and IT Services within the Group Corporate Services Directorate, the Group Risk & Compliance Directorate, the Operations Directorate, EIB Global, Financial Control, the Finance Directorate and the General Secretariat Directorate. ACCOUNTABILITIES Acquire in-depth knowledge of the Bank’s lending portfolios and products; (incl. some specific products such as quasi-equities, full/partial delegation linked/de-linked risk sharing, indexed linked loans, loans with capitalisation parameters etc.); advise on exposure data topics in relation to newly proposed products. Review and regularly maintain/update exposure data inventory and catalogue. This is a catalogue of the various exposure data categories and underlying data of which they are composed/which are collected (along with metadata about each data, such as data source) and the calculation logic (incl. proposing changes to the data structure, e.g. in relation to deployment of new products, etc.). Establish rules and procedures for exposure data management, including data access, data quality controls, and audit change log. Communicate with stakeholders on exposure data usage guidelines and best practices. Provide support to other Services to pick the right exposure data set for their respective needs by providing explanations on how respective exposure data sets are calculated on how exposure should be displayed in front office systems (e.g. Serapis). Assume the lead on User Acceptance Tests (regression testing) in new projects in or upgrades of systems etc. to ensure that data collection works as previously. Manage rules for storing the exposure data, e.g. access controls, procedures for archiving (data backup, versioning, retention etc.). Prepare an exposure data management plan for execution of detailed data analysis and control processes. Prepare tools that will be used to analyse exposure data, designed to communicate key findings and insights from the data in a clear and easy-to-understand format. Review the EOM exposure data reconciliation across relevant systems (regular and continuous monitoring of data quality). Continuously adjust the data quality controls based on newly identified issues as well as new product/mandate/system developments etc. Identify and contribute to resolution of exceptions/DQ issues. Contribute to the Group Exposure definition (in context of BSBC239), in liaison with DGO. Conduct regular reviews of data management processes and policies to identify areas for improvement. Support the Head of Unit in execution of other day-to-day operational tasks of the unit upon request. Encourage information and knowledge sharing and promoting data quality within the Bank. Ensure overall quality of the data output, and minimization of operational risks. Constant review of processes and proposing adaptations, with a view to ensuring streamlining. Management of or contribution to transversal projects linked to development of existing/new processes. QUALIFICATIONS University degree (minimum an equivalent to a Bachelor), preferably in finance, business analytics or data science, economics, or information management/information systems. At least 5 years of relevant professional experience in data management, ideally in the field of banking or finance. Knowledge of MS office tools, in particular Excel (ideally incl. VBA), PowerPoint, knowledge of SQL and data virtualisation tools (e.g. Denodo). Understanding of the EIB mission and activities as well as the operating and political framework in which the Bank operates. Knowledge of the Bank’s lending products and mandates, exposure to new products, good knowledge and/or previous experience with administration of some specific products (such as quasi-equities, risk sharing etc.), would be considered an advantage. Knowledge of EIB processes and procedures related to the administration, control and monitoring of lending operations would be an asset. Knowledge of IT applications supporting lending operations in EIB e.g. CLM, Serapis would be an advantage. Fluency in English and a good command of French** is required. Another EU language would be an advantage.
