Görüşeceğin yerler hep Tier 1 olacağı için süreci de aşırı dikkate almalı ve ona göre hareket etmelisin - eğer bu aşamaya gelirsen.

Zira bunların işleri tamamen insan üstüne kurulu olduğu için ve güzel ya da kötü kendi ekolleri olduğu için son derece acımasız bir kayıt sistemleri vardır. Bir kere o kayıtta haklı ya da haksız negatif bir kayıt yersen o kurumla sonsuza kadar işin biter.

İşin daha kötüsü bunlar birbirleriyle bu konularda data alışverişi de yaparlar.

Bir insana global reject vermek ya da aday mahremiyetini çiğnemek vs hepsi business ethics’e aykırı biliyorsun..

Data Strategy - General

 Data strategy refers to the tools, processes, and rules that define how to manage, analyze, and act upon business data. A data strategy helps you to make informed decisions based on your data. It also helps keep your data safe and compliant. Based on this, I have devised a 3x3 [Tools, Processes, Rules X Manage, Analyze, Act] Data Strategy Matrix to check the components necessary for a design. With the help of this matrix, it is easier to do business analysis and design a data strategy. For instance, an analyst can use the tools-manage cell to write down the basic SoftWare, and HardWare needs to determine the necessary IT sources for data management.



General - Motivations - BOE / EIB etc.

My motivation in applying for this position more than concerns the potential to realize most of my projects in such a great organization where their value will be properly appreciated by a group of motivated people. I believe I will learn a lot as I create value for the Bank. I know I will develop my existing skills through this role and will gain newer ones. As I do well in this role I reckon I would yield better personal satisfaction and will be rewarded correspondingly.
Following an education in one of the most prominent universities in Turkey with a finance concentration, I started my career in the Credits Department in the CBRT, which later was organized under the Statistics Department where I worked on Company Accounts for 19 years. The Company Accounts, which has been published since 1991, had been the fruit of then an urging demand from the policymakers to monitor systemically important real sector firms and sectors with high credit risk, and their burden to and risk load on the financial system. I was educated about this urge and discomfort and grew up with it through the years I have worked in this department.
My master's degree in finance earned in the City University (CASS) Business School combined with the master's level special studies in economics in Middle East Technical University Economics Department strengthened my theoretical knowledge and enriched my conceptual mindset in both finance and economics disciplines. They helped me and urged me to elaborate on developing practical and hands-on work as well as theoretical and conceptual endeavors throughout the years.
Currently, I am working as a research fellow in the Structural Economic Research Department, and as an experienced and seasoned expert in real sector analysis, risk, and banking. My current responsibilities involve the establishment of a unit sub-database and developing research and reporting data warehouse as well as fostering the analytical minds of economists from a financial analytical standpoint, and setting up a systemic risk framework from a holistic approach. Through the years I’ve worked for the Central Bank of Turkey my job has involved an extensive amount of distinct and overlapping theoretical and practical activities focusing particularly on the real sector as well as other issues concerning the financial stability, and macro and micro-prudential policy-making. In this endeavor, my work has been a crucial source of contribution in terms of design, programming, database management, data management, analysis, reporting, dissemination, and publishing issues to the final reports and outcome, and efficiency improvement and cost reduction in many of the job processes and procedures, and quality improvement in and of the reports of all kinds as well as in informing the public and supporting the policymakers. Extensive interest in various areas of finance, economics, information technology, and management issues can be seen in my educational background as well as in on-the-job training streams, ongoing projects, and extra theoretical and empirical work described in detail in my CV.
My past and current work schemes have required a considerable extent of analytical skills which have proved to be vital in achievements in my work experience as well as academic work and project portfolios. Especially, my inspiration in both theoretical and technical designs of the 2nd generation and my brand new design of the 3rd generation Company Accounts platforms are good examples of the specific achievements in this working scheme. I’ve had longer than 10 years of experience in leading project teams successfully. I’ve also had inter-organizational experience in data management issues both within the country and abroad in meeting and/or co-working levels. My particular work scheme in the CBRT has always involved a heavy workload spread all around the year constrained by very strict deadlines and very tight time budgets. I have therefore learned how to turn these constraints and stress and uncertainty with it into productivity rather successfully being highly organized and by thorough meticulous planning. There are so many such instances hard to enumerate in such a limited space.
Other than the job requirements in the job description I think she/he who takes the position should know, be interest in, and/or experience in:
•    a sound theoretical and practical knowledge of general risk theory and involvement of risk focus in the previous job history with a concentration of credit and default risks, and possibly in systemic risk,
•    macro and macro-prudential policy and financial stability as well as in analyzing these issues,
•    financial analysis of individual and aggregated real sector company accounts as well as household finances,
•    the funding relationship between financial and real sectors, and the discovery of an ability to draw the topology of the network relationship between and among different sectors of the economy,
•    manipulating big data sets and information extraction by using different data mining methods and analyzing individual entities by using panel data and cross-section methods.

General - How have you improved in the last year

 People skills, administrative skills

For the last two years since the beginning of pandemics, things have been totally upside down. In the first six months even working online was stressful. At first, our systems were not at all ready to cope with the crisis but we quickly got adjusted. During the first couple of months of the COVID lockdown, while we were handling our daily routines we had to deal with the COVID19 agenda. After two years now, I see that the new system would become our new normal. As almost all had adjusted so did we to the hybrid way of working. Wat this has taught me more than anything else was that we could do our jobs from wherever we are. Also, by being more organized we can enjoy being with our family at the same time. During these two years, I could use time along with work taking online courses as well  as learning Python coding for analytical purposes, and refreshing my knowledge.

Since I have not had any experience with Cash data before I tried to make some research. So, I would like to ask a couple of questions based on my previous data analytics experience


  1. What's the raw data profile? Any problems in feeding the data? How do you circumvent these problems if and/or when occurred?
  2. How granular and complex is the raw data? What is periodicity?
  3. Who / what are the data providers?
  4. Whom do you have to report to?
  5. What's the HR inventory in the department and the profile? How experienced are they? What's the educational background? What's the employee turnover rate? Is there any career planning program and any promotional capacity? What is the performance system like if there is any?
  6. Are there any other ongoing projects other than the Cash Data Strategy one?
  7. What is the publication/dissemination process like? Any automated sub/processes regarding collection, processing, reporting, etc.? Is there any software in-house or outsourced?
  8. Is there a project management tool? Like MS project
  9. Is there a teams management tool? Like MS Teams
  10. Are there any Data analytics tools? like Tableau, Power BI 
  11. Is there going to be a transitional period regarding the basics of the overall job?




What are you greatest strengths - Senior Data Analyst

 Considering the job requirements, I can say that I am comfortable in leading teams of projects as well as mentoring the members of the task force I am managing. I am an honest fellow who, most of the time, finds ways to communicate messages to colleagues and upper management no matter what the outcome would be. I value sharing what I know and prioritize the development of my peers. There are so many examples of advice-giving incidents, especially to my younger colleagues and those who took my advice had positive outcomes in their lives. They found better jobs, got promoted, and advanced in their education.

I can comfortably say when faced with a challenge I immediately inspect it carefully and thoroughly, try to find ways to improve the situation, if it's difficult to do, I try to improvise and sometimes innovate, to include as many incumbents as I can even the managers. I try to seek ways to collaborate and share. It is also good for my self-development and that of others. The complexity of the situation is not important, I always try to stay calm and not panic, even when I get angry. For the last couple of years, I am more able to stay calmer since I have grown up more mature, and though I am not as agile as I used to be, I believe I found more efficient ways to handle problems.

I think there are so many characteristics of me I can name as my strengths but most important of all for me are honesty and being ethical. I have also been a fervent proponent of prudence so that no situation ever becomes a bad one at all. Or at least if it does we could be ready to tackle it easily with little or no hassle.

Through the years I have worked in the Central Bank I have always had policy relevance as the prime factor that drove me and found research and policy orientation paramount for statistics and research efforts. With this in mind, along with public welfare, I have always found producing statistics that would be useful for sound policy-making, enlightening the general public. That would also outline a proper basis for research.


2011 Company Accounts Crisis

 Another thrilling example of a once-in-a-lifetime challenge happened about 11 years ago. I was at the banks for 13 years and was just a senior specialist and did not have a formal and official managerial title. My management experience was limited to leading roles in project and task groups in the division at the time. Honestly speaking, I was happy with the geek role since I have always thought I wasn't too much of a people person when it comes to managing. Anyway, important things happened that year. I was working as a part of a team with very experienced members, especially the middle and upper management. Those who once designed the first generation were all transferred to other posts at the bank. Unfortunately, the only person with all the technical details of the business was me. The Company Account Statistics Report was meant to be published exactly on the 15th of November, as it was made part of the official statistics calendar that very same year. Before then the publication date was flexible and usually two months after the new one. Another problem was that we couldn't find the storage media (CDs) with which we used to collect the data,  as the person responsible for the data collection was transferred to our post in London on short notice. All these, we have encountered when we only had about two months left to the publication deadline. After a thorough search when we finally found the CDs we had only 50 days left for production. So I made a decision to take the initiative and the responsibility for the publication on the advertised date. I made a broad and simple plan. I would process all the data myself by using VBA codes instead of letting my colleagues do it. Otherwise, they would have to use the VB application and process each form individually which would be time-consuming. Processing some 15000 individual forms in batch would seriously increase the speed and lower the labor time as well as lower the errors. So I wrote some 2000 lines of code in a week and processed the whole data myself. The only thing left to my teammates was to upload the data in the individual forms into the database. Since I did not want to lose time learning the specifics and break the integrity of the VB application, I found the solution to batch filling in the forms with error-free data again with the VBA codes. Then I let my colleagues batch process and upload these forms into the database. We ended up with some 13000 individual forms that could be used for the production of Company Accounts Statistics for that year. We had about three weeks left, and with some overtime spent, we could manage to finish the whole study two days before the deadline. We were all content since the CBRT did not have to lose its credibility by not publishing on a strict deadline. I was very happy too since I  succeeded to keep my promise to deliver on time, and for solving an obvious crisis. By taking the initiative, I ended up proving that I could operate the whole system very efficiently through meticulous planning.
I learned an important lesson from all these incidents. We had to carefully plan everything, especially the human resources. Later on, as we still did not have enough expertise in such a short time, I decided to do an HRAnalytics study I devised to determine the shortage of workforce, and I could manage to persuade the upper management and secure five posts to be filled with recruits to train for our work.

Tell me about yourself - Senior Data Analyst

I am an experienced expert and a research analyst at CBRT’s Structural Economic Research Department. I am a specialist in real sector analysis, risk, and banking. I am responsible for preparing ad-hoc reports and notes for the upper management about the systemic and credit risks of the financial and non-financial sectors, financial stability, and development issues.

I am also responsible for managing the departmental data warehouse. I was transferred from the Statistics Department five years ago for this and my other capabilities relating to the real and financial sector research and statistics background.

For me, data analysis has two perspectives: researcher and end-user.
I believe a researcher should have an innate drive for data analysis before anything else, and a statistician should have more so. Preliminary data analysis constitutes an essential basis for any type of analysis. With this in mind, I have always valued data wrangling as the first and foremost step for analysis and decision-making. I have spent almost 60 percent of the time throughout my whole working life dealing with all the facets of the data exhaustively. It included all stages from the collection to analyzing and producing reports and further supporting the policymaking.

From a naive user's perspective, on the other hand, data comes last as they usually just want a result that would tell them almost exactly what they need to do. That is to help them make an informed decision. For an analyst, the needs and demands of the end-users are paramount as they determine the schema for data procurement efforts and constrain the data evaluation being part of the establishment of the objective function and targets. Therefore, for an analyst, though a clear-cut definition of the problem and a perfect data source would be the best, rarely do these two come together. Thus, especially data procurement can be defined as a dynamic and recursive process, that demands a continuous back and forth until an optimal model is built; therefore a model-driven one.

 I am an experienced expert and a research analyst at CBRT’s Structural Economic Research Department. I am a specialist in real sector analysis, risk, and banking. I am responsible for preparing ad-hoc reports and notes for the upper management about the systemic and credit risks of the financial and non-financial sectors, financial stability, and development issues.

I have also worked on establishing the departmental research and reporting data warehouse coordinating efforts with the Statistics Department and on the design. For the last year and a half, I have been tasked with managing the editorial work of the CBRT's online publication Central Bank Review, hosted by Elsevier. Recently, I was selected as a tutor/trainer for an in-house position to teach Data Analytics and Visualisation, Data Mining, and Machine Learning subjects.

Before I moved here, I have worked in the Statistics Department for about 19 years. I have worked on many projects along with many other duties related to real sector statistics. I have made a lot of improvements, led project teams and task groups, delivered projects of all different scales.  I have inspired the designs of many projects which are still in use in the bank and other institutions and represented the bank both abroad and domestically.
Over the years, my focus was on real and financial sectors within financial stability and macro-prudential policy-making framework. My work has been a crucial source of contribution to supporting the policy-makers.
I have always had a heavy workload spread around the year with challenging deadlines and tight time budgets. I could manage these challenges and be productive by being highly organized and thorough meticulous planning efforts. One last thing I should say, all these years I have dealt with large datasets and I have become comfortable in handling them productively and efficiently.

Now that I have about 13 years left for my retirement, I am gradually planning to work toward setting up my own data analysis business in 10 years and enjoy doing what I did so far on my own time probably online. I am also still working on Data Analytics and Visualisation, Data Mining, and Machine Learning subjects currently, and glad that the tutorial role recently I have been selected to fill makes me really happy. I feel happy helping others, and this teaching role will be helpful for my dreams of teaching at college too.




General - Tell us about a time where you had a number of demands being made on you at the same time

 Almost anytime
This was my routine for almost anytime I was working. My job description involved both dealing with complex issues concerning producing statistics and running errands especially when I was a Junior and inexperienced employee. In a typical year, the average number of task items,  no matter how important they are, would be some fifty. What is your greatest weakness - General

I believe my greatest weakness would be my perfectionism when it comes to work. Regarding statistics production, perfecting the end product is not always achievable, since the input or raw data usually includes defects and errors. Endeavoring to serve the best outcome does not guarantee these results. Therefore, perfectionism makes you feel stressed at times. But now I can say through the years I have learned that given the data is not totally error-free or flawless, the optimal solution, not the perfect one is the best solution. I should again say, however, we should always look for continuous improvement in all types of processes including the output whether a set of statistics or a report, and internal processes to handle the input. For example, automation in data handling compared to a manual or a visual one, lowers the processing time, decreases the errors, and saves precious labor time that can be channeled to personal improvement and training. Therefore, it is one among many improvement efforts on the way to a perfect outcome.

Ethics Example

I told you about work ethics and honesty before. 

I value work ethics and honesty a lot. I like to explain it with an example if you let me. It was the July of 2017 when I got transferred to the Research Department. I immediately started the conceptual design of the research data warehouse, but I still was thinking about my old department. I had to leave a serious amount of work behind untouched because the transfer was on short notice. We did not have enough time for training the workforce, and as I had to carry out the majority of the critical work, especially for the last seven years, I feared that the Company Accounts Statistics would not be published on time, even maybe not at all. So I discussed this with my department head and explained to him that the ethical behavior would be to help and support my former colleagues until the publication deadline. I could not be physically there, and I decided to prepare a SAS project that would automatically carry out database controls. I also wrote an Excel VBA add-in to help the users work on individual data forms in cleaning and correcting data automatically. Thus, I worked for my former department from afar, for two and a half months. With the solution, I came up with, they could manage to deliver and publish the work before the deadline. It was an amazing experience for me,  and for my colleagues and a huge relief. The CB's credibility once again was saved. 

Later on, when a long-awaited project involving the collaboration with the Statistics Office for the preparation and publication of the Company Accounts Statistics, my colleagues were able to use my SAS projects, and VBA codes in designing the shared database. These codes, and my design criteria, were also used in building the in-house Big Data Platform, which is still used by the Research Departments.

Management Interview - How do you delegate tasks to your team

I prefer to delegate tasks based on the aptitude of each team member for the task at hand.  Prior to delegation, I like to sit down with my team and discuss the project.  We break it down and determine exactly what needs to get done and who is the best person for each task.  I review each assignment personally and make sure that the individual it’s assigned to has the level of knowledge and skills to complete the task in the time required.

During my years I worked at the Statistics Department, I have always prioritized this talent to task assignment basis. Both previous experience from my junior years as a team member and later as a team or a project leader had shown me that continuous assessment of employees through their career paths while fostering their development yields the most efficient results while filling individual positions as well as the overall productivity.

 There are times when I have to remember that although I’m the supervisor and ultimately responsible for the success or failure of a project, I also have to step back and trust my employees to do the jobs they were hired for.

When making professional decisions, I like to keep in mind the good of the company before I consider personal feelings.

Several years ago we were working on an annual publication, but due to a series of traumatic events, we were left with people with considerably low or no experience and with the lower technical knowledge required by the job. Despite the lack of enough resources, zeal along with the necessary background, and quickly planned effort I could convey the energy to finish the work before the deadline. If I did not take that risk and make that decision we as the CBRT would lose our credibility before the public and other institutions.

I find a lot of value in setting goals, outlining the steps required to achieve those goals, and then completing those steps. This not only allows me to break down the big picture into easily actionable parts, but, also gives me a good overall idea of what needs to be accomplished. 

Each box I check off on my list of tasks is a small success on the way to the larger finished project.


Along with my individual responsibilities, I have managed teams and task groups for about 20 years. The number of members was varying depending on the specific tasks and the group. For the majority of the time, the whole work even the most routine tasks could be defined in smaller bits. Each bit was meant to be completed successfully and added up to yield an overall success.

Management Interview - How do you motivate people

 Motivation isn’t a one-size-fits-all solution, so I like to really get to know my team on an individual level.  I feel like this gives me a good feel for what works for each person.
I believe non fınancıal rewards are usually more effectıve than the fınancıal ones. Still, depending on an employee's character they may also substitute each other. Therefore, I would try to learn what would motivate them by asking them. Involving, trusting, inspiring, appreciating what they do, rewarding, challenging, and celebrating are ways to motivate the employees.  

Once, I was leading a small task force with a lot of work to be handled in a very short period ofo time. Everyone was very stressed. I thought I could motivate the people by involving the members in the planning efforts. We planned together the work calendar with targets, resources, etc. This careful and naive behavior encouraged them to play by the action plan and fortunately, we could finish our duties by their deadlines.

Management Interview - Tell me about a time you led by example

 To me, you can’t be a good leader if you’re not willing to also do the work.  While I set tasks for my team, I always make sure they’re not tasks I wouldn’t be willing to do.
I value voluntary job loyalty. To secure this, the manager should behave as an example to those who work under his authority. Most of the time leading by example can not be an option and should not be used as a job routine, except only in cases that demand immediate attention and care of the manager where he needs to interfere. Also, a leader/manager should know how things are done although not in minute details. Usually, it boosts morale, builds trust and respect, fosters positive work culture, and most of the time increases productivity.

Let me give you an example. I was once leading a task group that was responsible for preparing data for an annual publication. Added to this responsibility, they had to make phone calls for collecting data for another study. Due to some personal issues, two out of five members had to be absent for weeks. As the latter study had to be finished in three weeks' time I stepped in and helped them in their collection efforts of the other publication and leaving longer time for them to make the phone calls.

Management Interview - Describe your management style

 I have to trust my team. I start every project by making sure that I give clear directions and outline our overall goals, but I make a real effort not to micromanage. I prefer to remain hands-off when it comes to individual tasks, but at the same time, I’m always available for help, guidance, and assistance when needed. I like to know what’s going on with regular informal check-ins, but I try not to make people feel like I’m breathing down their necks or forcing everyone to sacrifice valuable work time to hold unnecessary team meetings. I prefer to jot down my version of performance criteria as detailed as possible and apply it when appropriate, which is also more flexible and friendly.

Let me give you an example. There was one of the largest projects I was leading and involved four team members. Two of them were coders. After the business analysis was completed by the IT people, to not waste precious time meeting frequently I decided to set up an email group where the progress was supposed to be shared and the communication secured. I also built a Wiki Page where the team members could share and register the progress at each stage of the project. That would be online documentation of the work done and an archive for the future. These allowed me and the group to stay up to date on every aspect of the project without the need of unnecessary intervention. They also enabled me to follow the progress levels of each member and the group as a whole thereby allowing me to measure the overall performance. Letting people work by a commonly established checklist and communicating the progress we managed to successfully improve the results.


Management Interview - How do you manage stress among your team members

 While I find I do some of my best work under pressure, I know not everybody works that way which is why I like to keep a close eye on how everyone on my team is doing.  If I start to notice stress or negativity within the team, I try to tackle it quickly and proactively.  I’ll talk with the individuals and assess the situation and see exactly how I can help alleviate it.

I can not give you a specific example of an incident where someone on my teams and task groups had been a source of serious stress. As I said before if I had been in a situation like that I would try to step in, and depending on the case, try to sit down and discuss with the employee(s) in question individually, rather than let the issue grow into a bigger problem and jeopardize the ongoing process. There is still a possibility of stress, however. Therefore, as a manager, I would try my best to find ways to teach employees to manage their stress, maintain transparency, foster a respectful and friendly environment, support employee development, have realistic expectations, and encourage communication. One last thing I would seek, for a less stressful work environment, would be to try to keep the uncertainty as low as possible.

Management Interview - How do you handle conflict between team members

 There are always two sides to every story, which is why it’s so important to me to remain as neutral and open-minded as possible whenever I hear of conflict between teammates.

I had no such occurrence of a serious conflict incident between my team members. Still, if anything as such happens, I know I have to be ready to deal with the matter one way or another. So, I think for me the most reasonable way to handle conflict between team members would be to sit with each member individually and talk openly, listening carefully and focussing on behaviors and events. This way, I can identify points of disagreement, prioritize the areas, develop a plan to work on each. By following the plan, and making sure of taking action I would try to resolve the issue.

My job in CBRT

My job in CBRT has always required an extensive focus on the real and financial sector analyses within a financial stability and a macroprudential policy framework. I have had longer than 10 years of experience in leading project teams successfully. I have also had inter-organizational experience in data management issues both within the country and abroad in meeting and/or co-working levels. As to statistics and data issues, I can comfortably say that the heavy workload I carried through these years involved dealing with very large datasets, processing them, and turning them into information for policymaking.

For all the years I have worked at the CBRT, my job has always required meticulous work in managing the data. My approach to data, in general, is to put an effort to acknowledge the possible uses of the data in question, at first, if I have a first-time encounter with it rather than catering to it myself to fill a need. This usually, essentially means a reasonably deep mental focus on the whole process for me, involving all the details from the collection to possible outcomes/end products. If the need for data arises from an end-product or a prospective design then I look for the raw data, possible sources for it, and for ways of obtaining the most optimal way of collecting the cleanest data as quickly as possible. Further, I try to imagine the data processes, draw simple flowcharts, and write the pseudocodes as much as I can if possible.

The datasets I’ve worked on in particular have included the credit/loan data, bank financials, and individual real sector firm financials. Those datasets are mostly very granular and complex if not highly frequent (from daily to annual), and very large given the number of individual unique IDs and spanning a range of 15-20 years depending on the datasets. As detailed in my CV, my work has encapsulated all ranges of subprocesses including the data collection to the production of final reports published, ensuring high quality in the data in terms of integrity, validity, and accuracy at all times as much as possible.
During the years I’ve worked, at the Statistics Department particularly, I’ve either managed project teams as well as task groups or I’ve individually run projects which I independently designed. Those projects and tasks themselves involved extensive use of analysis and reporting applications (e.g. SAS, Business Objects, Oracle BI, sometimes Excel and VBA) which I also employed to carry out a considerable amount of work. I also have used statistical and mathematical analytic methods, especially in both project designs and in preparing report templates. I further employed data mining and machine learning methods both for data analysis, pattern recognition, and rule learning although not extensively. Also worth mentioning, I have designed numerous interactive and dynamic data forms, and reports as well as a web-based reporting platform using SAS, Business Objects, Oracle BI, VBA, and QlikView, and helped the crew maintain CBRT’s Electronic Data Delivery System (https://evds2.tcmb.gov.tr/index.php?), in the absence of now available data analysis and visualization tools like Tableau and MS Power BI.

ANSWERS TO SOME CRITICAL QUESTIONS

1. Professional experience in data analysis, as well as in the collection, compilation, and dissemination of statistical data: Through the years I have worked at the Central Bank (CBRT), my job description was not limited to data collection, compilation, dissemination, and analysis. During my 19 years in the Statistics Department, I have made significant contributions in various fields, from the design phase to the realization of many projects at diverse levels. For example, while working on the old system used in the production of the Company Accounts, one of the most important reports prepared by the Real Sector Data Division, I contributed to the design phase of the second-generation platform. After a while, all stages of the third-generation platform "Integrated Company, and Real Sector Analysis Platform" except coding, were prepared and implemented with my initiatives and efforts. I have also made significant contributions at every stage of many other principal studies and projects. 

2. Experience in applying and/or developing quantitative research methods in compliance with standard statistical principles. In principle, a researcher should consider every viable approach in carrying out his/her work, both quantitative and otherwise. Hence, in CBRT’s Statistics and Structural Economic Research units, quantitative research methods have been the dominant design and operational factors determining the framework in the majority of the tasks I have carried out. Cross-sectional, longitudinal, and panel data models have been decisive in the empirical studies and reports I have conducted in the statistics unit. Correlational, causal-comparative, and experimental research methods have set the framework for conceptual, theoretical, and empirical studies in the structural research unit and my academic studies in general. Additionally, Data Mining and Machine Learning techniques have formed the analytical framework I have used in some of my empirical studies since 2002. Recently, as an extension of Data Mining and Machine Learning methods, I started working on Deep Learning in the Google-Colab environment. 

3. Experience in using statistical software packages (e.g. STATA, R) as required: Research implores the same flexibility in choosing research tools just as in selecting the research method to analyze a subject. For me, the same principle applies where the content of the relevant research topic is the prime determinant of the software to be used. Therefore, though I am not an advanced expert in any specific software, I have had training in a range from introductory to advanced levels in most. I also had extensive experience in most common statistical, database, analysis, and reporting applications for a given field of research. While using MS Excel, VBA, and SAS software in data collection and processing, I employ Eviews, Matlab, Stata, and WEKA for analysis purposes. For Data Mining and Machine Learning analyses, I use WEKA and purpose-built Java codes, and for network research, I employ NodeXL. I also started learning Python, R, and JavaScript but they are still at an intermediate level. 

4. Experience in the management of international statistical databases and the production of statistical data at the international level: Having worked as the representative of CBRT before ECCBSO for three years, I made the necessary theoretical and conceptual preparations for the harmonization with the BACH database. We could not integrate the data with any of the databases during that period due to structural inconsistencies at that time. However, It is now possible to contribute to the current databases, and shortly, it will be possible to integrate with the BACH database, mostly based on the preliminary studies I did. The ECCSBSO databases for which Turkey's data are available today are the Trade Credit and Financing Cost Data Bases, which are under the responsibility of the ERICA and FSA Working groups. 5. Experience in developing methodological statistical standards: My work descriptions had always involved using and manipulating/fine-tuning (if not developing) statistical standards at both usage and design levels, including all stages. Design efforts, like platform development, user interfaces, data forms, online manuals, and WIKI pages, all designate some sort of statistical standard for data to collect and use. Hence, though I cannot specifically identify a particular standard, I developed or helped develop; I can comfortably say that examples include some of them in a couple of my works. I can tell “Integrated Company and Real Sector Analysis Platform”, “Integrated Structural Economic Research Department Database, and Data Warehouse Research Platform”, to name a few. For details, please refer to the resume or have me refine the matter if needs be. 

6. Experience in project management, as well as evidence-based policy formulation: As described on my resume, most of the work I carried out in the Statistics Department, involved project management by definition. From the very early days on, I worked on all stages of several projects and managed the most. All, as they were meant to assist the policymakers in their decision-making, involved design criteria for policy formulation from the very start. “Integrated Company and Real Sector Analysis Platform” and “Integrated Structural Economic Research Department Database, and Data Warehouse Research Platform” were designed for helping them analyze the real sector, “Bank Financial Stability, Strength and Rating Estimation, and Evaluation Project” for the analysis of bank and real sector relationship, etc. Other projects listed on the CV can be further examples of those projects I worked on at all stages through the years. 

7. Experience in education and training of colleagues as part of personal development strategy: As a considerably recent development in my career, I have been selected as an in-house tutor for Data Analytics and Visualisation, Data Mining, and Machine Learning subjects. Though I haven't started teaching yet, in a couple of months this will probably be a part of my curriculum/agenda.

I like to give you an example of the status quo I encountered when I started working at CBRT.
I was very new working for almost a couple of months when I observed inefficiencies in business processes; I mean the paper-based forms and manual entry. I have discussed with my immediate managers whether we could improve the process. This has led to the design of a new platform, the second-generation Company Accounts System. At that time, I wasn't too aware of the database structure. But I knew the input and its theoretical background. With the help of my managers, we could work out a solution that entailed MS Excel for data collection and a Visual Basic application capable of doing batch data control, entry, and reporting purposes. We used these excel based forms with continuous improvement until I decided to design one with VBA macros that would ensure error-free data collection. We used those forms for collecting data from the providers very same year. We observed almost exactly no error in the data to be used. This was a real improvement in the collection, collation, and reporting processes all at the same time.

  • Working with the Research Lead, you will develop and guide junior DRS team members and contribute to developing DRS products including primers, guides, best practices and other resources to train others

  • Along with collecting, summarizing and synthesizing relevant data and information into appropriate, concise, timely and highly effective output, you will also be capable modelling in Excel, PowerPoint story lining and eager to utilise digital tools such as Alteryx, Tableau, Quid etc.
Working flexibly in in a fast-paced environment
  • In addition to working in a deadline driven environment, you should be flexible to provide back up support out of your core area of specialization and able to cover for DRS Management when the business requires
  • Strong attention to detail is essential, along with excellent problem-solving orientation and the ability to prioritize and multi task

YOU BRING (EXPERIENCE & QUALIFICATIONS)

  • 4-6+ years relevant working experience, in Media sub-sector
  • Master’s degree desirable; strong preference to analytic programs (e.g. economics, engineering, sciences)
  • Excellent English;
  • Hours of operation for DRS will be 8:00 am – 17:00 GMT. Your regular full-time workweek will be 40 hours a week

WHAT YOU'LL DO

As a Research Analyst within BCG's Data & Researcher Services team, you would provide secondary research in support of proposals, client cases, and business or IP development initiatives, with specialization in Energy related topics. You will be responsible for delivering on variety of requests through the day.

The environment is fast paced and may need you to connect with the customers from the consulting and knowledge teams to refine/understand the scope, devise an appropriate approach; package and deliver to the satisfaction of the customer. YOU'RE GOOD AT

Developing topic knowledge and industry expertise:
  • You will manage various research requests with a high-level accuracy and organization, primarily on a key topic you have a strong interest in
  • You will be required to understand request objectives focused on Energy and proactively suggest most appropriate and efficient research approach to senior DRS team members and customers, as appropriate

  • With guidance, you will develop tools, resources, and trainings within Energy sources, you will be contributing to knowledge capture and documentation
